(HOME) Owner-Occupied Rehabilitation Program 

The HOME Program is funded by the U.S. Department of Housing and Urban Development (HUD)HOME before 2.JPG (86810 bytes) and sponsored by Alaska Housing Finance Corporation (AHFC.)  The intent of the program is to help qualifying families rehabilitate their homes to meet a decent, safe and sanitary standard.  This standard is the Housing Quality StandardsHOME after 2.JPG (73654 bytes) (HQS) established by HUD for Section 8 housing.  Alaska CDC's service area for this program includes Southeast Alaska (except Juneau), Copper River Valley, Mat-Su Borough, Kenai Peninsula, Prince William Sound, and Kodiak.

A HOME rehabilitation project may include a wide variety of tasks, ranging from repair or replacement of roofs and ceilings, electrical and plumbing, windows and doors, heating systems, water and sewer improvements, and foundations.  A project may also include, for example, such tasks as replacing carpets, installing energy-efficient lighting, and making accessibility modifications.  In other words, the tasks can vary widely depending upon the unique needs of each home.

Projects generally range between $15,000 and $30,000.  However, we have administered smaller-scale projects as well as projects in excess of $50,000.  Larger scale projects require collaboration of several funding sources (other grants, owner contributions, etc.) that are available to the client.

Program Details:

Targets low and moderate-income families who own and live in eligible dwellings.

Gives priority to households with seniors (60+), individuals with disabilities, and families with children 5 years of age and under.

Recapturable loan program over a 5-year period.  (20% of loan "forgiven" for every year the applicant owns the home following completion of the rehabilitation work.)

Energy conservation measures are prioritized.

Alaska CDC service areas include the Mat-Su Valley, Kenai Peninsula, Copper River Valley, Tok area, Kodiak, and Southeast Alaska (excluding Juneau.)  All areas are not served every year.

The waiting list varies for each community, depending on the location and number of applications on file.  There is currently a minimum one year wait for most areas.

*Electrical and plumbing
*Energy conservation measures
*water and sewer
*Windows and doors
*ADA handicap accessibility improvements
*Heating systems
*Floor repairs
*Minor foundation repairs

Restrictions:

Homes must meet standards (decent, safe and sanitary) established by HUD and AHFC after rehabilitation.  If the standard cannot be met within the allowable budget, the project will not proceed.

Structures of two or more units are not eligible (apartments, duplexes, etc.)  Condominiums and Zero-Lot Line homes are eligible.

Travel trailers and motor homes are not eligible.  Mobile homes built prior to June 15, 1976, are not eligible.

Mobile homes that are not on HUD-approved permanent foundations are not eligible (unless the owner rents or leases the lot on which the mobile home is located.)
