Homeowner Assistance Fund Program

Homeowner Assistance Fund Program (HAF) grants make critical home repairs and health and safety improvements. The HAF grant is administered in conjunction with the Senior Access Program.
Primary HAF Eligibility Guidelines:
  • The household experienced material financial hardship after January 21, 2020, due to the coronavirus pandemic.
  • The home is a single-family cabin, house, or mobile home.
  • At least one resident is 55 years or older. 
  • The household owns and occupies the home as its primary residence and will continue to live in it after receiving HAF assistance.
  • The household’s adjusted gross income must be equal to or less than 150% of area median income. See limits below.
  • A non-resident homeowner’s income must be calculated with the residents’ income.
  • The home needs critical repairs, health and safety, and/or accessibility improvements.
  • It must be feasible to provide the requested home improvements during the grant period. 
  • An adult resident must be available throughout the HAF project to give access to workers.
  • The home is not actively being marketed for sale or rent.
  • Co-owners may not separately apply for HAF Program assistance.
  • Other guidelines may apply.
How to Apply:
  • Complete the Senior Access Program application and the supplemental HAF application and attestation. Click here for the Senior Access and HAF application packet. 
    • Don’t worry if your household does not meet the Senior Access Program income guidelines, or your home was recently served. Submit the Senior Access application with the HAF application.
    • We will calculate income under HAF income guidelines.
    • HAF grants may be awarded to households that do not qualify for the Senior Access grant.
